[sac-board] Cleanup of SAC-Announce list

It appears that someone has forwarded their SAC-Announce subscription to a
PayPal E-mail address (it's been that way for awhile). There is no way to
resolve this except by trial and elimination or removing everyone and have them
resubscribe if they want to continue receiving E-mail. I prefer the latter,
since the bounceback from PayPal contains no information from the rejected
message.
If there are objections, please let me know ASAP.
