Of course, as well as how wide the separation between your eyes is.

Me either, but the eye not on the viewfinder is at best partially blocked by
the camera body.  But yes, I'm sure it "works" for *some* people with some
cameras.  I'm not sure many people even care because they don't shoot with
both eyes open.
