Well, no. Jews were not allowed to enlist in the Tsarist forces unless they converted and were certainly not subject to conscription. The same situation was the case in Germany until the unification, after which Jews were more welcome in the Navy than in the Army.

A lot of folks from central and eastern Europe fled to the US after 1848. It was a desperate time for a lot of guys, not just Jews.
