[roc-chat] Renewal of NAR membership after lapse and HPR Cert

Someone was asking about this awhile ago.
NAR just announced this "new rule" for the new year.
(The inference was starting Aug 1st.)
It came in the form of the NAR email Newsletter.
Eliminated the policy that HPR certifications are lost after a one-year gap
in membership. Anyone who has ever had a NAR HPR certification may rejoin
and regain that certification, if it is in our records (which only go back
about 10 years) or they have a copy of their NAR card to prove it.
