It does it when there are excessive bounced messages trying to deliver to that
person. Hotmail, Yahoo, and a few other similar "free" mail services are all
notorious for bouncing mail overzealously - they are simply Crap, putting it
mildly.
When that happens too much, the list server eventually says "Screw it. If they
won't accept mail, I'll put the user on vacation mode so I don't waste my
bandwidth and CPU cycles trying over and over until they get their act
together."
It's actually a very sensible approach taken by almost every list server
software out there. People with crappy mail services don't always see it that
way, however.... But seriously, that is NOT the list server's fault - it's a
flaky recipient mail server that bounces mail it shouldn't that causes the
problem in the first place.
I'm on a cruise this week, so my internet access is sporadic at best. Hopefully
this will reach you, and Ian or Jeff can take action in my absence to
un-vacation you before next Sunday when I return. Or, you can do it yourself
through the freelists.org web site.
