[riskscape-testers] Module repository accepting uploads again

Hi all yesterday I redeployed the test module repository service that the
RiskScape release candidates
are using and it is now available for upload again. I've also repackaged
and reloaded all the NIWA sourced modules.
I would recommend that you ditch any "old" modules that you dowloaded from
the repository before yesterday and
download again what you need as some of the older modules (in particular
some fragilities) are not behaving correctly
when used.
