RackTables manages an automatic VLAN based on demand: it exists on a switch so 
long as at least one port of the switch belongs to the VLAN. A permanent VLAN 
is always added to the switch if it is not yet there regardless of its use in 
802.1Q. It is intended as a workaround to protect non-802.1Q VLANs (i.e. used 
as loopback interfaces) from normal RackTables 802.1Q management.
