Happened to me also one time, i had to go into the phpmyadmin or sorts. 

There i looked the tag name up in tagtree table, looked at the id. 
Then i went to tagstorage looked up the id there in the column tag_id. 

To be sure its the correct one, i did a search on the tag_id, and got 
only 1 result back (as in the tagstorage table a vst entity_realm) 
after i deleted that value from the tagstorage, i could delete the tag 
in racktables. 

I do not remember why, quite possible it was not intended, but the fact is in 
the default view of the tag tree mouse hover hint does tell you how a tag is 
used, at the same time in the edit view it does not. I hope it helps as a quick 
workaround.
