It has always been this way, it's not specific to 0.17.

Thanks for the report. I have reproduced this bug, the reason is trivial
enough to be fixed in 0.17.2.

> those types must be prechecked before you can add them.

Unfortunately, there is no way to enforce the MUST requirement
reliably. If the user does not care to (or cannot) enter accurate
data, the only thing system can do is to produce a warning.
