Dit is een gezamenlijk persbericht van Shell, FOM en NWO Vijf miljoen euro voor onderzoek naar CO2-neutrale brandstoffen Zeven onderzoeksprojecten op het gebied van schone productie van CO2 -neutrale brandstoffen uit water en koolstofdioxide ontvangen financiering van Shell, FOM en NWO. Voor de onderzoekscall is 5 miljoen euro beschikbaar gesteld door Shell (2 miljoen euro), FOM (1 miljoen euro), NWO-Chemische Wetenschappen (1 miljoen euro) en het Algemeen Bestuur van NWO (1 miljoen euro). De call 'CO2-neutral fuels' maakt deel uit van het multidisciplinaire wetenschappelijk programma 'CO2-neutrale brandstoffen' dat is ingebed in de NWO-propositie voor de Topsector Energie 2012-2013. Hetterscheid (Universiteit Leiden) CO2-neutrale brandstoffen De productie van brandstoffen uit CO2 en duurzame energiebronnen als zonne- en windenergie is van groot belang voor het welbekende opslagvraagstuk: bij grootschalige schone energieproductie met behulp van fluctuerende duurzame energiebronnen is opslag noodzakelijk op het moment dat we beschikken over een teveel, zodat dit kan worden gebruikt wanneer er tekort is. Pieken en dalen in de energieopbrengst kunnen worden gedempt door de energie niet direct te gebruiken, maar op te slaan in de vorm van bijvoorbeeld chemische bindingen in brandstoffen. Door bovendien CO2 in de productie als bouwsteen te gebruiken, kunnen schadelijke klimaateffecten van de wereldwijd stijgende CO2-niveaus worden verlicht. Ook kan dit economische waarde geven aan CO2. Beoordelingsproces Nadat de call in het voorjaar werd geopend zijn in totaal 32 onderzoeksvoorstellen ingediend. Een internationaal panel van experts maakte daaruit een selectie van zestien veelbelovende projectvoorstellen die voor verdere beoordeling in aanmerking kwamen. De indieners van de geselecteerde aanvragen kregen tijdens een panelbijeenkomst in Utrecht de gelegenheid om hun aanvraag in een interview nader toe te lichten. Op basis hiervan stelde het panel een rapport op met beoordelingen, de prioriteitsvolgorde van de aanvragen en het honoreringsadvies. De stuurgroep van de call besloot vervolgens de prioriteitsvolgorde van het expertpanel ongewijzigd over te nemen en, gezien het beschikbare budget van vijf miljoen euro, de aanvragen op plaatsen 1 t/m 7 te honoreren. De ingediende onderzoeksvoorstellen moesten binnen één van de volgende vier vastgestelde thema's passen: (1)Photocatalytic approaches for CO2 -neutral fuels: functional inorganic semiconductor materials, (2)Responsive matrices for CO2-neutral production of solar fuels, (3) Out-of-equilibrium processing of solar fuels en (4)Process and reactor development for the downstream synthesis of fuels or chemicals. Het panel stelde met genoegen vast dat het niveau van de ingediende aanvragen over de hele linie van inhoudelijke subthema’s zeer hoog was. De combinatie van deze onderzoekscall en het eerdere programma 'Towards BioSolar Cells' uit 2010 leidt in de ogen van het panel tot een internationaal gezien zeer sterke positionering binnen het solar fuels onderzoeksveld. Het panel deed in zijn rapportage ook enkele aanbevelingen ten aanzien van het combineren van expertise die in Nederland wel beschikbaar is, maar nog niet optimaal wordt benut. Het overkoepelende onderzoeksprogramma 'CO2-neutrale brandstoffen' Voor het onderzoeksprogramma CO2-neutrale brandstoffen, opgezet vanuit het NWO-thema Duurzame Energie en afgestemd met de Topsector Energie, is een budget beschikbaar van negen miljoen euro. Het programma omvat drie onderdelen: (1) de call 'CO2-neutral fuels', waarvan nu vijf miljoen euro is toegekend; (2) de call 'Plasma Conversion of CO2', die meer op toegepast onderzoek is gericht en momenteel open staat voor aanvragen. Deze call past binnen de richtlijnen van het overkoepelende programma, maar heeft een specifiekere onderzoeksscope. Voor deze call stellen Technologiestichting STW en Alliander een bedrag van twee miljoen euro beschikbaar (deadline 3 december 2013); (3) een programma waarin twee tenure trackers aangesteld kunnen worden binnen de nieuwe onderzoekslijn s olar fuels. Dit programma loopt bij het instituut voor funderend energieonderzoek DIFFER. Daarnaast wordt, onder auspiciën van NWO-Chemische Wetenschappen (CW) en in samenwerking met FOM, gewerkt aan een vervolgprogramma met de werktitel 'Bio-geïnspireerde energieopslag in chemische bindingen'. Hetterscheid (Leiden University) CO2-neutral fuels The production of fuels from CO2 and sustainable energy sources such as solar and wind energy is vitally important for the well-known storage issue: during the large-scale production of clean energy using fluctuating sustainable energy sources, storage is necessary as soon as there is too much energy so this can be used when there is a shortfall. Peaks and troughs in the energy production can be attenuated by not using the energy immediately but instead storing it in the form of chemical compounds in fuels, for example. Furthermore, by using CO2 as one of the building blocks in the production, climate effects from the rising CO2 levels worldwide can be alleviated. This can also give economic value to CO2. Assessment procedure Once the call had opened in spring 2013, a total of 32 research proposals were submitted. An international panel of experts selected the 16 most promising project proposals that were eligible for further assessment. The submitters of the selected proposals were given the opportunity to further explain their proposal in an interview during a panel meeting in Utrecht. Based on this the panel compiled a report with assessments, the ranking of the proposals and the funding advice. The steering group of the call subsequently decided to accept the prioritisation of the expert panel without any changes, and in view of the available budget of five million euros it awarded funding to the first seven proposals in the ranking. The research proposals submitted had to fall within one of the following four established themes: (1) Photocatalytic approaches for CO2-neutral fuels: functional inorganic semiconductor materials, (2) Responsive matrices for CO2-neutral production of solar fuels, (3) Out-of-equilibrium processing of solar fuels and (4) Process and reactor development for the downstream synthesis of fuels or chemicals. The panel was pleased to note that the level of the proposals submitted across the entire spectrum of subthemes was very high. In the panel's view, the combination of this research call and the earlier programme 'Towards BioSolar Cells' from 2010 has led to a very strong position within the international research field of solar fuels. In its report, the panel also made several recommendations about combining the expertise that is available in the Netherlands but which is not yet put to optimal use. The overarching research programme 'CO2-neutral fuels' For the research programme CO2-neutral fuels, set up from within the NWO theme Sustainable Energy and aligned with the top sector Energy, a budget of nine million euros is available. The programme has three parts: (1) the call 'CO2-neutral fuels', of which five million euros has now been awarded; (2) the call 'Plasma Conversion of CO2', which is focused more on applied research and is currently open for proposals. This call fits within the guidelines of the overarching programme but has a more specific research scope. For this call Technology Foundation STW and Alliander have made a sum of two million euros available (deadline 3 December 2013); (3) a programme in which two tenure track researchers can be appointed within the new research line Solar Fuels. This programme is running at the institute for fundamental energy research DIFFER. In addition, under the auspices of NWO Chemical Sciences and in collaboration with FOM, a follow-up programme is being developed with the working title 'Bio-inspired energy storage in chemical compounds'. This programme has been included in the innovation contracts 2014-2015 for the top sectors Chemistry and Energy.
