From my experience with old crudded black and white prints ... and if yours is RA4 it isn't
'old', but new.

I would flush the surface of the print under flowing water and remove the dirt first with a brush (such as a house-painting trim brush) and then, after all the big stuff is removed, with a sopping
wet paper towel.  Hang to dry.

The emulsion may loosen if the print spent long periods of its life under water
