Mike in times past it was common to find two prong plugs and still is with many things, though to me it seems the 3 prong with the ground for most things seems the norm. What you describe really isn't unusual.

In times past many construction workers with 3 prong plug power tools and two prong outlets would simply break off the ground and plug it in. They make a 3 prong adaptor so it can plug into a two prong outlet which is a far better choice.

I am a bit confused however. If this is a separate wire that is not a part of the power supply of the unit, the I can see only one purpose. That would be to remove any static electricity that could build up on the unit and that might potentially collect dust. What kind of connector is on the end if anything? If that is the case, clipping it to any thing metal probably would suffice, but I have never heard of an enlarger with this set up. Maybe others have. Any chance you can put a photo somewhere online and post the link?

If this is a standard Omega 4x5 condenser head (not dichro or CL), there is no "power supply". There is just the power cord going into the bulb socket. If memory servers, the original units had an on-off
rocker switch in line with the power cord.

That's how my Omega D2V is, just a power cord with a rocker switch. Its a two -wire cord, heavy duty lampwire.
