There's always Diafine.

No pre-soak.
Agitate every 30 seconds.
4 min. in Sol.A.
4 min. in Sol.B.
Temp should be in the 72-75 degree F range.
Fairly forgiving developer, but you can't use it to push or pull.
Also does not seem to work well with very slow (ASA50 or below) or 
very fast (ASA1600 or more) emulsions.
