[pskmail] New user, or not ?

Hello,
Firstly I'd like to say that I admire what you're doing here, it seems awesome.

I've just bought a sail boat and would like to use it to travel, at
least around Europe, maybe someday further.
My question is : can I use pskmail as an Internet provider or not ?
The main problem I see is the cost of the hardware.
I just have an SSB receiver which should be enough to get the weather
forecast sometimes but no more...
The transceivers I've seen are more than a thousand of bucks, and I
really can't do that.
I tried to find more informations, but I couldn't find like a list of
the "compatible" hardware.
What would be the cheapest transceiver suitable for pskmail ?
Is there somewhere to get used ones ?
The next problem is that I doesn't know anything about ham radio,
except that you can talk with people far away ! :-)
Do you think it will be a lot of work, to learn to use pskmail,
starting from ground zero ?
Also my boat is made of steel, does it have an incidence ?
There is already an antenna, a single wire going to the top of the
mast, near but not parallel to the backstay.
Would that be sufficient ?
Last but not least, it says that to transmit you need a license...
I'm french, how should I get it, will it be expensive ?

Well I hope it's not too much questions, but I couldn't find any
answers on the web...
