[pskmail] New (final?) test version of Fldigi with PSK Robust modes. Working RSID too.

Dear Pskmailers,

Here is what I think is the final work on the PSK robust modes, plus
or minus bugs corrections.

The complete package can be compiled for Linux or Windows.

Technical points:

1. Based on the standard PSK (BPSK) modes.

2. Added FEC (Forward error correction), rate 1/2 (double the data,
and K=7. Standard NASA coefficients.

3. Varicode changed to the MFSK varicode for robustness and efficiency.

4. Implemented soft-decoding where the values of the angle and
amplitude of the signal for each bit is used by the Viterbi decoder to
decide if the next bit is a zero or one.

5. Added an interleaver with variable length so that the time elapsed
between the sending of redundant bits is kept the same regardless of
the mode. Therefore the size of the interleaver in bits doubles every
time the speed doubles.

Temporary RSID codes unique to these new modes have been assigned
until tests are completed.

The modes are accessible under PSKMAIL server's configuration file
with the codes: PSK63R, PSK125R, PSK250R and PSK500R.

To avoid creating a mixture of modes on the air, please replace the
previous test version with this one.
