Right click on it and select properties, in the next window select the check box where you mark it as executable.

I've download the .jar for the 2.0.15 on my netbook (Mint12) and when i want start i have this message :The file '/home/fred/jpskmail/jPSKmail-2.0.15.jar' is not marked as executable.
