I read it to be related to "a-plenty" or "a-piece" (as used in a couple of other books).

'you sly dog' is being used as a direct address (e.g. Why, Cal . . .)(er) 307: If you have a missile weapon, and wish to use it -> If you wish to return fire with your missile weapon [jb: How seriously do we want to entertain the idea that the player has dropped their missile weapon alread?]
