Hi Alex, One can use blocking IP addresses from network level, but it can easily be broken though. Also, be sure to remember that, if a guy (such as this dude) has been blocked from one email provider, he could return using a different email service. If this guy is using the same computer for multiple email addresses, then ISP's can register his IP address as potential spam ID - if not, then his email addresses could be registered as such. I heard there are network algorithms to fight this junk guy, but I am not to that study level (not until I take upper div CS classes)...
