yes, C, C++ or Assembly would probably be your best bets since they work at the inner most levels of the OS/machinery interface.

anyyone you choose cinse you have control over it. It would be better
to use a compiled language sinse these kind of processes will take
many resources.
As you will need to do low level things I would suggest c++.
