I'd say this is the wrong tool; I'd use something like php and make a template that has header and footer etc, and then have it dynamically load the body section. There are of course oher ways of accomplishing the same thing, if you wanted you could use frames and just have the body frameupdated, it all depends on what you're doing. You could also use ajax to do it, etc. The best solution here IMO, would be to develop sourt of a template page since all the forms will have a similar background/header/footer, onlythe body (the form itself) changes.
