VS.net debugger

Hi,
Does anyone know how to disable VS.net debugger that pops up very often when
it detects that a certain application made an error?
For example, sometimes I want to start apache, or make some settings in the
permissions of files, and that debugger appears, but after I close it,
Windows Explorer also closes and I need to open it again.
