Using autorun.inf to open a web page

Hello:
I hope this is a quick question. I am putting some webpages on a CD and
want the CD to start the webpage when it is loaded into the PC. The code I
tried for my autorun.inf file didn't start the page.
[Autorun]
open=tactilelib.htm
I am trying to create some CDs that do not need to have software installed on a
PC in order to run. Thank you.
