I'm pretty certain this can be done using the jaws dictionary manager.
Locate the vowels in the dictionary and write replacement text for their
definitions that lengthens their sound but don't save any of your work
until after you've tested it.

Hi,

Does anyone know if you can get control over Eloquence? I noticed that
as I speed up JAWS speech rate that the speech gets clipped to some
degree. I would like to very slightly lengthen the vowel sounds to give
the illusion of slower speech at a faster rate.
