I used to use Terra Term, but when I switched from FTP to SFTP and
thus to WinSCP, I found that it was very convenient, while logged
inwith WinSCP, to press Control-P and have a shell available right
away with PuTTY.

also look for the openssh for windows. It is a cygwin utility that
works alone and performs pretty good with at least the JAWS screen
reader.
