How Do I Get My Computer To Trust a CHM File?

Hi,
When I installed Python, I noticed that my computer doesn't want to open the
help file with the shortcut the installation provided, but I can find it with
Explorer, right click it, and open it manually. How do I get the shortcut to
open it for me?
