Hi,
Dreamhost has a free hosting service, but I think it is in beta. You can use 
the basic forms of Drupal, WordPress, PHPBB, GMail, some sort of image album 
keeper, and I forget what else.

There are cloud-based, free hosting spaces for popular web applications.
  Often, they offer a solid but limited feature set, with paid upgrade
paths to more options.  Based on my research so far, I would recommend
the following sources for particular applications:

Drupal (version 7)

MediaWiki

Ruby on Rails
http://heroku.com

WordPress
http://WordPress.com

I have examined sources besides these, but would not recommend them at
present.  Opinions of others are welcome.
