Does a web browser allow someone to download sounds from a server if JavaScript 
tells the browser to play them?

Hi Jim.  To answer your question, You can use
Java Script or flash to do that for you.
 You could even incoorporate, for example, a pause, a play and a mute button, 
plus a volume control slider.  Try googling for "embedding media controls with 
java script and flash on a web page" as the search string.
I had lots of results from it.  Good luck and cheers!
