Apache Question About User Permissions

Hi,
How do I find out which user the Apache server is logged on as on a Linux setup 
and what its default environment is? Specifically, I want to know if Apache 
creates a file, which permissions automatically get set. I also want to know 
the same thing for my personal user setup.
