[procps] man pot files

Hello Benno,
  I think the way the pot files are generated for the procps man pages 
needs a little work. I've had to make some adjustments so makedist
is happy but it doesn't seem to be quite there yet.

Should the pot files be in git? po/procps.pot isn't and I would of
thought these were the equivalent files, just for man pages.

I would of also thought that having each of the three pot files in the
Makefile might be the way to go. That way man-po/template-man-ps.pot
is only built when ps/*.c files are updated.

Then the dist-hook just needs to make sure the files exist.
Am i missing something here?

Also, shouldn't the translated man pages be in the dist tar.xz?
I'm trying to get this all sorted before our next release.
