PAD stands for Portable Application Description, and gives a description of 
any given application (in this case Phorm) to anyone who is interested. Yes it 
is safe to delete it, as it has no effect on Phorm execution what-so-ever.

What file?? I can't find a status.phn file in the distribution, try 
downloading the latest release of Phorm. If you have, do so again - and if you 
find this elusive file, let me know where to find it.
