Phorm should only complain about the files not being there if you try to use them. The lib directory must be there anyway, as there are the generic and mimetype etc files. Just make sure that the directory is there, and that you aren't trying to use the file attach or upload features. As for the e-mails not being sent, you should include the code from your config files so I can have a look and see what might be causing it...
