It seems like we need to use both a local config and the phormconfig.php for
PHORM_URL to redirect a bookmarked ack page.
I realized this didn't work with just a local config file, as it was bypassed
in this case, thus the need for PHORM_URL in the phormconfig.php, but I
thought it would work using just a phormconfig.php and no local config, but my
test shows it doesn't.
So is it true that phormconfig.php is accessed when we have both config files,
but not when we have just phormconfig.php, so the only way to use PHORM_URL to
redirect a bookmarked ack page is to have both config files?
