Sometimes they will go into safe mode, sometimes they won't. But that wouldn't help you in this case unless you can totally uninstall SP3 that way. There are ways of removing it in MS-DOS, and running doing a restore from there as well. But if it's the intelppm.sys problem you have, that involves a registry change and I don't think that can be done from DOS, but you could at least still remove it.
