I've seen a similar thing happen to me lately and it my case 
I'm sure it's a long overdue reformat that's needed.

If it's recent format and install, try and uncheck your AV 
software's scan of that folder and see if that speeds it up. 
Does it defrag ok?  Maybe try Diskeeper, it was free, don't 
know if it still is, and does the job loads better than XP.
http://www.diskeeper.com/defrag.asp .  Have you tried a.. 
chkdsk /p  command?  Anything running in the background that 
could be "scanning" that folder and slowing it down other than 
AV software?

If none of those help and even if it's a pretty new install, it 
could be just plain corrupt.
