-=PCTechTalk=- Rhe File That Won't Go Away!

I downloaded an .avi file off the web-it's virus checked ok-it isn't what I
was looking for so I want to delete it-but it won't let me!! It keeps saying
it is being used by a aprogram, but it isn't!! I closed down and re-started
and there is nothing running that could be using this file.
Any ideas how to get rid of pesky critters like this?
