I believe for IE7 you must SPECIFICALLY tell it to install it. If you have 
AUTOMATIC UPDATES installed, IE7 will not auto-install... even if you have the 
AUTOMATIC UPDATES set to download and install all updates. You will have a 
pop-up specifically tell you that you have new updates, IE7 being the update, 
and then need to specifically say OK.
