I am running W98, but I don't know if it would make a difference. I think
this way is easier for me.
When you can see the icon for jpg, doc or whatever you want to re-associate
to a different program try this:

Highlight the icon
Hold down the shift key
Right click on the icon
Choose "open with"
You will get the "open with" window, put a check in the box that says
"always use this program...etc"
Then browse to the program you want to use.
Click OK and you are done.

To change which program starts when you open a file
In My Computer or Windows Explorer, on the View menu, click Folder Options.
Click the File Types tab.
In the list of file types, click the one you want to change.
Click Edit.
In Actions, click Open.
Click Edit.
In Application used to perform action, enter the program you want to use to
open files that have this extension, and then click OK.

 Note The settings for selected file types are shown in File type details.
