Ok I will be gone awhile to try to find the BUS CLOCK, The only thing I have 
found so far is something clock but all it has is 4 6 8 12 and changing that 
didn't change anything. I can't find any Advanced anywhere either.

  The answer is in what you have written Hank, something has changed the BUS
  CLOCK from 100 down to 66.  This will then slow the cpu down and make it act
  and report as a 266 in your case.  This is the reverse of what overclockers
  do, which is up the clock rate, and make the cpu run faster.

  You will find a setting for this in the bios, I still think it will be under
  something like advanced, or even CPU Settings.  As I said, just look about
  in the BIOS carefully.
