Just caught this thread so if you already tried this, sorry.
1. Close All Programs and type cmd in the run box as Linda already said.
2. Leave the dos window open and then click Start>Run and enter TASKMGR.EXE
3. KILL EXPLORER.EXE
4. Now go to the dos prompt and try to delete the file using the DEL
command.
5. Go back to Taskmanager, click File>New Task, and enter Explorer.exe.

If that doesn't work, I have a programming method that should get rid of it.
But try that first.
