I assume you mean the cleanup wizard?
On your Desktop, right-click and go to PROPERTIES. Then go to the DESKTOP tab, 
and click the CUSTOMIZE DESKTOP on the bottom. Right there, on the bottom, in 
the GENERAL tab, you'll see the desktop cleanup section.
