according to this, I already have OE??????...but it's not there...yet this
version of IE6 says it's there and the OE version is older so it wonlt
download. I am getting really fed up with this whole monster.

OE is part of Internet Explorer. Perhaps you could download and re-install
IE. Here's a site that says download for Outlook if you want to try it.
