Tweaking tools like X-Setup or TweakUI can change the blink rate.

Or, you could fire up RegEdit and directly change the setting:

"HKEY_CURRENT_USER\Control Panel\desktop\" >> "CursorBlinkRate" 
(default value: 530 millisecs).
