I had the same  problem when I had 98SE.
It was broken shortcut to OE.
I went into search, created another shortcut for the desktop and it worked.
I hope your problem is this easy to solve..good luck!
You could also run your Registry Cleaner program...like Windows Registry 
Pro, or something similiar.
Maybe this would help.
