Can't help if we don't have the headers. Is it a true bounce? Meaning, is the 
mail being sent, and then the ISP postmaster returns it saying undeliverable 
for some reason? Or... is it stopping before its even leaving his machine?
I don't know if you can talk to him since he's having the email problem, but 
I'll tell you since you're the one that relayed his message. Have him forward 
the bounced mail with all headers in full to my address off-list.

If he's using Outlook Express, he can right-click the email and select FORWARD 
AS ATTACHMENT. Any other mail client, he just needs to make sure the complete 
headers are in there, along with the bounce message. This will tell us what's 
going wrong, and why its bouncing.

But, if you're saying EVERYTHING is bouncing, I would assume its not a real 
bounce, but rather being blocked locally from being sent.
