yes, you can do this, but I would have to ask why you would want to!???!
when either OE or Outlook are added to open at start-up, I have seen the
boot process, in entirety, seriously bog down.  OE will take longer to load
as well.

to enable this; click on start/settings/taskbar-start menu and go to the
advanced tab.  click on add, then browse to *ProgramFiles\Outlook
Express\msimn.exe* and select it.   when you are asked where to put this
shortcut, make sure you select the start-up folder.  you might also want to
rename the exe file so that you know what it is.

reboot and see if it works for you
