Dolores was able to get the MS mothership to help her with getting SP3 
installed when other attempts failed.  Here is the transcript from those 
conversations for anyone else interested in knowing why it sometimes doesn't 
work the say it should.

From your description, I understand that after installing Windows XP SP3, 
the computer gets into the reboot loop and won't logon desktop. You have to 
restore computer to the state before installing SP3. If I have 
misunderstood, please feel free to let me know.

I understand the inconvenience this issue has caused. Please be assured that 
I will do my best to assist you in resolving this issue. The number of 
activations is not limited.

I would like to explain that this is a known issue that can occur if the 
image of an Intel-based computer is deployed on a nonIntel-based computer.

To avoid this issue, I suggest we first perform the folliowing steps before 
installing SP3:

Step 1: Disable the IntelPPM service using the relevant command:

1.      In Safe Mode, please go to Start, Run, and type CMD. Click "OK" to 
open a DOS like command window.

2.      In the window, please enter the following command:

sc config intelppm start= disabled

3.      Press the Enter key to execute the command.

Step 2: Modify registry keys to disable the IntelPPM service
==========================
1.      Please go to Start, Run, and type REGEDIT. Click "OK" to open 
Registry Editor.
2.      In the left pane, please locate the following key:

My Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm

3. Right click the above key and choose Export. Please save the file as 
backup in .reg format. If any unexpected issue occurs, we can restore the 
registry keys.

4.      Highlight the above key and double click the subkey named "Start" in 
the right pane.
5.      In the open window, please change the value to 4.
6.      Click "OK" to save the change.
7.      Quit Registry Editor and restart the computer.
After that, let's reinstall Windows XP SP3.

Well I followed your directions but I have some questions.  First when I got 
to the last step 2, part 5 of changing the value to '4', I was concerned as 
it was already at '4' without my making the change - why is that if I needed 
to do all the other steps?

Second, since I did make changes in the registry, is there anything I have 
to do now to change them back?

Third, it appears that SP3 is loaded but I don't see it anywhere that I can 
check - could you point me there?

Other than these 3 questions my computer rebooted okay and everything is 
running but I would like answers to my questions.  Thank you.  Dolores

Thank you for the inquiry.

As to your questions, I would like you to know:

1. If the value has been changed to '4', it indicates it has been modified 
by the first step and we need not to do step 2.
2. We need not to change the registry back as the issue will be re-occur if 
we change it back.
3. I recommend performing the following steps to confirm whether SP2 [Gman's 
edit: this should be SP3] is installed:

a. Go to "Start", click "Run", and type in "winver" (without quotation 
marks).
b. In the Version column, please check if Service Pack 3 is listed. If so, 
it indicates that Windows has been updated to SP3.

I appreciate your time and effort on this issue. If anything is unclear,
