[pchelpers] Re: bottom row disappears

I think through all this I have lost track of whether the bar has simply
disappeared or if it simply isn't working. Sometimes I have unknowingly dragged
it low enough to be "off the screen" and simply resize and drag it back to
normal size and return my screen to the setting I had.
