I checked the smtp settings on both machines and they are the same for ports 
25 and 110, and  password set to Remember. Username the same on both.

None of the Authentication settings SSL are checked on either machine. 
Should they be?

When I set up the acc'ts on each, are they both supposed to be the same ISP, 
Charter which is what I have set. Should one acc't be set to Windows Live 
Mail?

The Windows Live Mail says that host 'pop.charter.net could not be found'.
Verify that you have entered the Server name correctly'.
Error Windows Live Mail Error ID 0x800CCC0D.

Can't figure out what's different.

Your smtp (send mail) settings are incorrect. That may include a
variety of things, e.g., port, username password, other authentication
settings. The other issues u raise regarding your wireless are
irrelevant to this 1. Compare the account settings in Outlook Express
& those in Windows Live & you'll likely figure out the problem.

Turning wireless completely off requires that u go into your router.
