Start at Control Panel/Internet Properties/Connections tab and click the Add button. Give the connection a name and select a device (modem) to connect with. Then go to Next, and put in phone number details. It is fairly easy to follow. The modem must be connected and switched on/installed at the time. The same procedure can create dialers for internet or in house server dial-up connections.
