Briefly it states that police can be prosecuted if they don't do their job
properly. I'm sure if you tried to use it you would be blocked but you should
know that it exists when arguing with the police as to why they don't
investigate a crime you wish to be investigated. Arguing common law with them
is a waste of time because they don't know it exists. This legislation they do
understand.
